Delphi Rise is proud to announce a landmark $4.5 million investment from Monroe County that will sustain the organization’s 24/7 Open Access Clinic through 2030, ensuring uninterrupted access to urgent substance use support services for thousands of individuals across the Rochester community.
The announcement was made during a recent press conference alongside Monroe County Executive Adam Bello and community partners, highlighting the critical importance of maintaining immediate, barrier-free access to care for individuals seeking help with substance use and recovery.
Monroe County’s investment, funded through opioid settlement dollars, commits $900,000 annually over the next five years to support Delphi Rise’s Open Access Clinic — the only 24/7 walk-in clinic of its kind in Monroe County.
“This investment ensures that individuals in our community seeking help in moments of crisis continue to have immediate access to care,” said Monroe County Executive Adam Bello during the announcement. “Delphi Rise’s Open Access Clinic saves lives, and Monroe County is committed to ensuring those doors remain open.”
The Open Access Clinic operates 24 hours a day, seven days a week and provides no-cost, walk-in access to substance use services without appointments, insurance requirements, or other barriers. The clinic was specifically designed to meet individuals at the moment they are ready for help and offers same-day clinical evaluations, peer-led engagement from individuals with lived experience in recovery, and rapid connection to treatment and recovery supports.
The funding represents a major milestone following a difficult period for the clinic. In early 2025, Delphi Rise faced an unexpected and immediate loss of federal funding that created a significant risk of service disruption for individuals seeking urgent care and recovery support. Monroe County responded quickly with emergency funding that allowed services to continue uninterrupted through the end of 2025.
Building on that emergency response, Monroe County further stabilized the program through this five-year investment, helping ensure the long-term sustainability of one of the region’s most critical behavioral health resources.

Each year, Delphi Rise’s Open Access Clinic serves more than 1,500 individuals, playing a central role in Monroe County’s overdose response and recovery continuum.
