At Delphi Rise, we know that safe, stable housing is more than just a basic need—it’s the foundation for lasting change. For nearly a century, we have been a trusted resource in our community, helping individuals overcome barriers related to substance use, mental health, and reentry. Our housing program goes beyond providing a place to stay; we walk alongside our clients as they rebuild their lives, offering rental assistance, wraparound support, and a path to long-term stability.
Partners Ending Homelessness (PEH)
Delphi Rise is a proud partner of Partners Ending Homelessness (PEH), Monroe County’s coordinated system for addressing homelessness. All housing referrals for our program come through PEH, ensuring that those most in need receive timely support.

Why Delphi Rise?
For decades, Delphi Rise has been at the forefront of substance use and mental health services, supporting individuals in some of their most vulnerable moments. We understand that housing stability is a key factor in recovery and self-sufficiency, which is why we integrate housing with employment services, peer support, and access to care. What sets Delphi Rise apart is that we are a one-stop shop for comprehensive support. In addition to housing assistance, we offer:
- A 24/7 Open Access Clinic – Providing immediate outpatient substance use and mental health services, ensuring that individuals receive help when they need it most.
- A Community Pantry – Offering food and essential items to help meet basic needs and promote nutritional well.
- Peer Support & Case Management – Connecting individuals with lived-experience mentors and personalized care to guide them through their journey.
- Reentry Services – Helping individuals returning from incarceration with housing, employment, and community reintegration support.
Our deep relationships with landlords, community partners, and referral networks ensure that we provide meaningful, wraparound support to those who need it most. At Delphi Rise, we don’t just offer housing—we provide the tools and resources necessary for long-term stability, recovery, and success.
How Our Program Works
40 Beds for Clients
Our program provides housing for individuals in need, offering up to 40 beds for those referred through PEH.

Referral-Based Program
We do not select individuals directly; all participants must be referred through PEH, ensuring fair and equitable access to those most in need.

Rental Assistance
We work closely with landlords to secure rental payments for up to two years, giving clients the time and support they need to build financial stability.

Comprehensive Support
Housing is only part of the solution. We connect clients with essential employment services, peer support, mental health care, and substance use treatment, ensuring they have the resources to succeed.

Creating Stability,
Not Just Shelter
We believe that true stability is more than just having a place to sleep. That’s why our team provides ongoing guidance, connections to services, and encouragement, helping our clients develop independence and confidence in their new homes.
Turning Housing into Home
Moving into a new space is a major step, but for many of our clients, it can feel empty without the essentials. We accept donations of furniture, household items, and personal essentials to help transform a house into a true home. Every small contribution makes a big difference in creating comfort and dignity for those starting fresh.
